Minimum project standard

Problem and evidence
Explain the problem, who is affected and the evidence behind it. Include verifiable sources and access dates.
Proposal
Describe the solution, what it changes and how it connects with existing structures.
Pilot
Start small: location, duration, participants and conditions for expansion.
Estimated budget
Separate costs, assumptions, available resources and potential funding from confirmed funding.
Indicators
Define the baseline, intended outcomes and how they will be measured.
Risks
Set out risks, dependencies and mitigation measures.
Responsibilities
Identify who coordinates, delivers and assesses results.
Conflicts of interest
Declare the author’s relevant professional, financial and organisational interests.
