IVF in Romania: funding and access

Public programmes, eligibility checks and support for people facing infertility.

Proiect România · ghid de orientare

National programme, 2026–2030

The Ministry of Labour, Family, Youth and Social Solidarity administers the programme under Government Decision 264/2026 and Ministerial Order 684/2026. Support totals up to RON 15,000: RON 5,000 for medication and RON 10,000 for procedures, through digital vouchers.

Main eligibility checks

  • Married or unmarried couples, or single women, with a medical indication for assisted reproduction.
  • The woman must be aged 24–42 inclusive when applying.
  • At least one partner, or the single applicant, must be a Romanian citizen domiciled in Romania.
  • Both partners, or the single applicant, must be insured within Romania's health insurance system.
  • Procedures take place at a participating medical provider in Romania.

This is a summary; the organiser determines eligibility from the complete application. The government decision prohibits applying in the same year to another publicly funded programme with the same purpose. Ask the organiser for clarification if you have already applied elsewhere.

Application steps

  1. Find the current announcement and participating providers on the ministry website.
  2. Discuss the medical indication, documents and costs with a specialist at a participating clinic.
  3. Access the application platform through the ministry's official link.
  4. Prepare signed forms, the declaration, data agreement, identity copies, IVF indication and insurance evidence required by article 8 of the implementing rules.
  5. Keep your registration reference and monitor messages and deadlines.

The rules set 15 November as the annual submission deadline. This does not confirm available places: approvals depend on eligibility, complete-file order and funding. Check the IVF indication document's timing requirements in article 2(p) before requesting it.

Ask for a written cost breakdown

Check voucher coverage, additional charges, cancellation or postponement terms and voucher deadlines. Applicants pay costs above voucher values. The rules exclude reimbursement for treatment or procedures performed before vouchers are granted.

Funding does not guarantee full cost coverage or a medical outcome. A specialist must determine the appropriate treatment.

Local example: Bucharest Sector 2

DGASPC Sector 2 announced a 2026 session starting on 16 September, with up to RON 20,000: RON 5,000 for medication and RON 15,000 for procedures. Separate local eligibility rules apply.

We have not confirmed remaining places. Check the official announcement and regulations. Local funding cannot simply be added to national support.
